Málaga freezes new tourist rentals until 2028

From 23 August 2025, the city will grant no new tourist rental licences for three years in dozens of neighbourhoods. Especially in the centre and popular coastal areas, the share of holiday apartments has risen so sharply that permanent residents can hardly find affordable housing. Existing licensed properties may continue operating, but illegal rentals will face stricter enforcement and may result in fines or closure. The measure aims to prevent residential districts from turning into purely tourist zones and to restore housing availability for permanent residents. The city will continue to welcome visitors, but within clear limits to reduce nuisance and price increases. The ban runs until August 2028, after which authorities will evaluate whether the housing market has regained balance — an approach closely watched by other Spanish cities.
